Introduction and Description

Understanding the European Union: Institutions, Values and EU Decision-Making for Educators is a structured professional development course designed to strengthen teachers’ European literacy and their capacity to teach the European Union in an informed, critical, and pedagogically meaningful way. At a time when European societies face democratic challenges, social polarisation, misinformation, and declining civic trust, schools play a crucial role in fostering democratic culture, active citizenship, and shared European values. This course directly responds to these challenges and aligns strongly with the priorities of Erasmus+, particularly those related to citizenship education, inclusion and diversity, democratic participation, and European cooperation.

The course provides participants with a coherent understanding of the historical development of European integration, the core values underpinning the European project, and the institutional and decision-making structures of the EU. Participants explore how EU institutions function, how laws and policies are developed, and how European-level decisions influence national education systems and everyday school life. Rather than approaching the EU as an abstract political structure, the course emphasises its tangible relevance for teachers, students, and school communities, including mobility opportunities, fundamental rights, educational priorities, and democratic participation.

 

A strong pedagogical focus ensures that participants move beyond knowledge acquisition toward meaningful classroom and school-level application. The programme supports educators in translating complex EU concepts into age-appropriate, inclusive, and interdisciplinary learning experiences. Special attention is given to developing critical EU literacy, encouraging balanced perspectives, respectful debate, and inquiry-based learning, while avoiding simplistic or prescriptive narratives. This approach is particularly relevant for addressing diversity of opinions, media influence, and Euroscepticism within contemporary classrooms.

 

The course is suitable for teachers of social sciences, history, geography, citizenship education, and interdisciplinary subjects, as well as school leaders and Erasmus+ coordinators seeking to strengthen the European dimension of their institutions. It contributes to Erasmus+ priorities by promoting democratic values and active citizenship, social inclusion and respect for diversity, participatory learning, and international cooperation in education. Participants also explore how EU priorities—such as sustainability, digital transformation, and social cohesion—can be meaningfully integrated into curricula and school projects.

 

Both 5-day and 10-day programme formats are available, allowing schools to choose an intensive introduction or a more in-depth exploration with extended pedagogical practice and project development. In all formats, the course empowers educators to embed European values, institutional understanding, and democratic practices into teaching, learning, and school culture in a sustainable and context-sensitive way.

Objectives

 

1. EU Historical and Conceptual Foundations

Participants will:

  • Understand the historical context and key stages of European integration

  • Analyse the political, social, and economic motivations behind EU cooperation

  • Critically examine different narratives of Europe and European identity

2. EU Values, Rights and Citizenship

Participants will:

  • Identify core EU values and their legal and educational significance

  • Understand EU citizenship, rights, and responsibilities

  • Explore value-based education approaches suitable for diverse classrooms

3. Institutions and Decision-Making

Participants will:

  • Explain the roles and interactions of EU institutions

  • Understand legislative procedures and decision-making mechanisms

  • Analyse transparency, accountability, and democratic legitimacy

4. EU Policies and Everyday School Relevance

Participants will:

  • Examine EU policies affecting education, youth, digitalisation, inclusion, and sustainability

  • Connect EU priorities to school-level initiatives and Erasmus+ projects

  • Translate policy frameworks into meaningful learning experiences

5. Pedagogical Application and Democratic Practice

Participants will:

  • Design interdisciplinary and participatory EU-focused learning activities

  • Foster critical thinking, debate, and student participation

  • Develop action plans for integrating EU literacy into school culture

Preparation

After registration participants will receive pre-course questionnaire which will be used by the trainer to learn about participants’ teaching backgrounds and to assess their exact needs. Before the beginning of the course a basic reading list will be suggested to participants to prepare for the training. Participants will also be asked to prepare a presentation about themselves, their professional context and their culture. The presentation will be presented on the first day of the course to facilitate networking opportunities. Participants will receive information about the country they are going to visit in order to prepare them for their cultural experience.

Follow up

After the course participants will be asked to share what they have learned with the rest of the staff in their schools. Further books and articles to deepen the topic and contacts with some other practitioners all over Europe and in the world will be suggested by the trainer. The methods shared and explored and the bibliography given will allow the participants to complete and improve their educational path.

  • Introduction to core EU values and principles, including democracy, human rights, rule of law, and respect for diversity

  • Understanding of EU citizenship, fundamental rights, and participation opportunities for students and schools

  • Clear explanation of the EU institutional framework, including the European Commission, European Parliament, and Council structures

  • Overview of EU decision-making processes, with simplified explanations of how laws and policies are adopted

  • Practical examples linking EU governance to everyday school life and young people’s experiences

  • Introduction to EU education and youth policies, including Erasmus+ opportunities for schools and teachers

  • Exploration of current EU priorities such as inclusion, sustainability, digital transformation, and social cohesion

  • Development of critical EU literacy, addressing media narratives and common misconceptions

  • Interdisciplinary approaches to teaching the EU across the curriculum (citizenship, history, geography, languages, etc.)

  • Design of age-appropriate classroom activities that translate EU concepts into engaging learning experiences

  • Strategies for fostering democratic participation and student voice within schools

  • Exchange of good practices and classroom ideas among participating educators

  • Creation of initial lesson plans or project ideas adaptable to participants’ school contexts

  • Reflection on how to embed European values and citizenship education into everyday teaching practice

  • An in-depth exploration of the historical development of the European Union, from post-war cooperation to contemporary European integration

  • A structured overview of EU values and principles, including democracy, human rights, rule of law, solidarity, and respect for diversity

  • Comprehensive understanding of EU citizenship, fundamental rights, mobility, and participation opportunities for young people

  • Detailed analysis of the EU institutional framework, including the European Commission, European Parliament, Council of the European Union, and European Council

  • Step-by-step examination of EU decision-making and legislative procedures, including voting mechanisms and inter-institutional negotiation

  • Practical simulations and role-plays that make EU governance and law-making processes tangible and classroom-ready

  • Exploration of EU education, youth, and social policies, with a focus on how European priorities influence national education systems and schools

  • In-depth focus on Erasmus+ opportunities, European cooperation, and internationalisation strategies for schools

  • Examination of the EU’s impact on everyday life, including consumer rights, mobility, environmental action, and digital transformation

  • Critical discussion of media representation, misinformation, and Euroscepticism, supporting the development of critical EU literacy

  • Strategies for promoting democratic participation and student voice, linking EU democratic culture to school governance

  • Interdisciplinary approaches to teaching the EU across the curriculum (history, geography, citizenship, languages, STEM, arts)

  • Design of participatory, inquiry-based, and project-based learning activities related to EU topics

  • Guidance on assessing EU-related learning, focusing on competences, attitudes, and civic skills

  • Development of EU-focused lesson plans, school projects, and action plans tailored to participants’ contexts

  • Opportunities for peer learning, reflection, and exchange of good practices among educators from different countries

  • Support for integrating European values and citizenship education into whole-school strategies

  • Final consolidation of learning outcomes and planning for sustainable follow-up within Erasmus+ projects

CERTIFICATE

Each participant will get a course attendance certificate and we will validate the acquired competences on the Europass Mobility upon request. Please note that we have a paperless policy and all the documents will be delivered in digital form.

COURSE FEE

The course fee is 80 € per day. It includes tuition and materials, cultural and social programme, support in preparation and all the administrative work. There are no additional costs or hidden fees. After registration, you will receive a pro-forma invoice which you will have to pay by bank transaction. You will receive the invoice after you attend the course.

SUBSISTENCE
