INCLUSIVE SCHOOL LEADERSHIP AND WHOLE-SCHOOL APPROACHES (BUILDING INCLUSIVE CULTURES, POLICIES, AND PRACTICES)

Introduction and Description

Inclusive education is increasingly recognised at European level as a core quality dimension of effective, equitable, and future-oriented school systems. Achieving inclusion, however, requires more than individual classroom strategies; it demands coherent leadership, shared responsibility, and whole-school approaches that embed inclusive values into school culture, policies, and everyday practice. This course addresses the strategic role of school leaders, inclusion coordinators, and senior teachers in leading inclusive school development in a sustainable and systemic way.

The programme focuses on inclusive school leadership as a key driver of organisational change, aligning with the Erasmus+ priorities of inclusion and diversity, quality education, and institutional development. Participants explore how inclusive values such as equity, participation, wellbeing, and respect for diversity can be translated into concrete leadership decisions, collaborative structures, and strategic planning processes. Particular attention is given to the role of leadership in shaping inclusive school cultures, fostering trust and collaboration among staff, and creating environments in which all learners feel valued and supported.

Through a whole-school perspective, the course examines how vision, mission, and school policies can be aligned with inclusive education goals. Participants critically reflect on existing practices related to leadership, teamwork, support systems, assessment, and family and community engagement, identifying opportunities for greater coherence and impact. The programme also addresses key challenges faced by school leaders, including managing change, coordinating multidisciplinary support, engaging diverse stakeholders, and ensuring continuity and sustainability in inclusive development.

The course integrates European perspectives on inclusive education and school improvement, supporting participants in strengthening their institutional capacity to respond to learner diversity while maintaining high educational standards. Emphasis is placed on reflective leadership, distributed leadership models, and collaborative professional cultures, contributing to the Erasmus+ objective of enhancing the professional competence of education staff and reinforcing the resilience of educational organisations.

Both the 5-day and 10-day versions of the course combine theoretical input with practical, school-focused activities, enabling participants to connect policy, research, and leadership practice. By the end of the programme, participants develop concrete, context-sensitive action plans that can be transferred directly to their schools, supporting long-term inclusive transformation and contributing to more equitable, participatory, and inclusive European education systems.
