STUDENT VOICE, PARTICIPATION, AND DEMOCRATIC INCLUSION (EMPOWERING LEARNERS IN DECISION-MAKING AND SCHOOL LIFE)

Introduction and Description

The course Student Voice, Participation, and Democratic Inclusion: Empowering Learners in Decision-Making and School Life is designed to support educators and school leaders in developing inclusive, democratic, and learner-centred educational environments aligned with the core priorities of the Erasmus+ programme. In a rapidly changing European context marked by increasing diversity, social inequalities, and democratic challenges, schools are expected not only to transmit knowledge but also to foster active citizenship, participation, and a strong sense of belonging among all learners.

Despite strong policy commitments to inclusion and democratic values, many students—particularly those from disadvantaged, marginalised, or disengaged backgrounds—continue to experience limited opportunities to express their views and influence decisions affecting their learning and school life. This course responds to this challenge by offering a comprehensive exploration of student voice as both a pedagogical approach and a whole-school strategy that strengthens equity, engagement, and democratic culture.

The programme examines student participation at multiple levels: within the classroom, across the wider school community, and in relation to school governance and decision-making processes. Participants explore inclusive participatory pedagogies such as dialogic teaching, co-creation of learning activities, peer collaboration, and student-involved assessment. At school level, the course addresses meaningful student representation, student councils, consultative structures, and student–adult partnerships, with a strong focus on avoiding tokenism and ensuring authentic influence. Particular attention is given to strategies that engage learners with disabilities, migrant and multilingual backgrounds, socio-economic disadvantage, or prior experiences of exclusion.

The course also aligns closely with Erasmus+ priorities on inclusion and diversity, active citizenship and democratic participation, and digital transformation. Participants explore how digital tools can be used ethically and accessibly to amplify student voice and participation, while reflecting on safeguarding, data protection, and digital inclusion. Through reflective practice and collaborative exchange, educators critically examine power relations, school culture, and leadership approaches that either enable or constrain democratic participation.
Both the 5-day and 10-day formats provide participants with structured opportunities to connect theory with practice and to develop concrete, context-sensitive action plans. The 5-day programme offers an intensive introduction to inclusive student voice strategies, while the 10-day programme allows for deeper exploration, extended practice, and whole-school planning. By the end of the course, participants are equipped to foster learning environments where students are recognised as active contributors and partners in education, supporting long-term school development, social cohesion, and democratic resilience across European education systems.
